Case Study: Application Development

Ft. Meade – Network Enterprises Command (NEC)

SEI provided base-wide ADP technical support to include network management, applications integration, user training and education. Mission support also included library management and certification control. These services supported the daily operations increasing equipment readiness for Garrison customers and network availability and performance.

Defense Security Service – Counter Intelligence Management and Operations Portal

SEI provided DSS program management and technical leadership in the development of their counter intelligence management and operations portal. Our engineering team integrated legacy applications providing accessibility through a Java/J2EE developed Enterprise Web Portal. We applied development methodology for automating customized role-based web applications. We created the design and architecture of the portal facilitated SIPRNet access. This portal is the primary secure communications channel for Army intelligence reporting and analysis for world-wide threat assessment and production of intelligence products. The project successfully increased the ability to collect near real-time intelligence information products improving the analysis effectiveness counter intelligence operations while facilitating the efficiency of action officer security activities.

The Defense Information School – Academic Records Management
System Innovation Through Application Development

Task Objective: The Defense Information School (DINFOS) was maintaining individual student records using a paper-based filing system. The primary failure of this approach was multi-faceted. Firstly, student information, including grades, could not be readily accessed or retrieved. Secondly, storing information via paper records only left the system especially vulnerable to natural disaster, malicious or accidental destruction or loss of records. Investigating these concerns revealed an apparent lack of cooperation between the various teaching directorates and the academic records office.

After the discovery process was complete, it became clear that any centralized student information system must also include a central repository for student grades. Several challenges and opportunities were identified during the information gathering process:

  • How can the customer achieve real-time access to archived student records? (i.e., lookup a student by last name and immediately see what course that person has completed.)
  • How can the customer create a centralized system for the maintenance of grades across all course lines, while at the same time maintaining a grading structure for each course that is compliant to the accrediting standards of ATRRS?
  • How can the customer prepare for advanced teaching technologies, which would enable instructors and students to communicate outside the traditional classroom environment?
  • How can the customer properly secure such a system so that only people who need to access certain information may do so? (i.e., protect private information in a secure manner)
  • How can DINFOS leverage technology to communicate directly with students outside the building premises?
Inter-American Defense Board (IADB)
Solution: SEI  partnered with the customer to conduct a comprehensive investigation involving virtually every employee related to the academic records process. The investigation focused on the process related to the flow of student information during the student’s entire tenure at DINFOS. This investigation revealed facts that, in some cases, directly contradicted the standards by which DINFOS was measured. In many cases, student academic records were not maintained according to required audit levels, nor were grade records maintained to the task level, which is a requirement for the ACE certification.

To remedy this situation, an administrative module was designed and built for use solely by the DINFOS manpower division as an initial step. After sufficient time had passed to learn the new system, eliminate minor bugs and add requested new functionality, the second phase of the system was to create a web-based portal that would enable multi-point access to the system from any location in the building. This solution required no additional software to be installed on client computers, which saved DINFOS software installation and storage costs. As a next step, SEI is exploring the possibility of opening access to the portal to any web-accessible location via an extranet to authorized DINFOS personnel and students.
